Another article in that same website from earlier in the year talks of 2000 adoptions per year with France and the US having 700 and 500. It also mentioned that there were already 400 adoptions in the first quarter.

I have read the full article, I thought that the articles timing was quite interesting as it was published in the English Language edition of a Government controlled press.

I forgot to add that we now know the official fee the agencies pay to the DIA, $187 per dossier, Vietnamese papers do not lie.
