Amy-
This is a MAJOR concern that I have as well, I am wondering if we, AP's and PAP's could *lobby* for enforcement on the part of JCICS- I would love to see some sort of probation type of enforcement that would lead to expulsion from JCICS *if* issues are not addressed.

or at least lose their membership in JCICS! I think it is a good step forward, but it's a shame it didn't go a little further. I think the standards were watered down from what was originally contemplated, and there's no real penalty not only for non-compliance, but for flat out refusing to sign as well. I hope that the standards and this issue continue to evolve.

I wonder how the 36 that signed will be monitored to be sure they comply with the standards. It seems to be sort of an honor system.

Yes. That list is correct. I matched the licensed agencies on the Embassy website with the list posted by JCIS. As Jonathan said, not really a surprise for a few of them. Despite the concerns about JCIS being self-regulating and not self-regulating at times, I think this is a good step forward and wish that all agencies licensed in Vietnam were required to sign on or lose their license.
