What would cause an agency to be denied Hague-accreditation?

The application requires compliance in a number of areas outlined in the Hague (which can be found online). If an agency fails to be mostly compliant it will be denied. Only an agency is told why they were denied. After reading the documents myself, I feel there is *significant* wiggle room for agencies to be considered “mostly compliant”. In fact many people believed there was far too much leniency written within the Hague and it would be insufficient to offer the protections the Hague was meant to offer. Given that, if an agency is denied it is a big red flag.
